Jeffrey Johnston

Jeffrey Johnston, MPA, is the Acting Director, Indian Health Service, Division of Acquisition Policy.  In this role, Mr. Johnston directs a team of 12 contracting staff who support the acquisition of mission critical health care services and supplies for IHS programs at Headquarters and across 12 IHS Area Offices that total approximately $1.5B annually.  Jeffrey brings 18+ years of federal and non-profit experience serving American Indian/Alaska Native, rural, urban, and other marginalized communities.  Jeffrey came to IHS in 2016, as the IHS Bureau Acquisition Career Manager, passionate about improving health care system performance and brings his skills as a Senior COR and Program/Project Manager to continue leading IHS acquisition planning and management quality improvement initiatives.  As the IHS BACM, he provides program management oversight for the FAC-COR, FAC-P/PM and FAC-C certification programs.  He applies supervisory, administrative, and exemplary management skills to train, mentor, and develop a dynamic and diverse workforce of approximately 800 certified Contracting Officer’s Representatives, 50 Program/Project Managers (P/PMs); and 150 contracting staff nationwide.  As a senior COR Level III and FAC-P/PM, he is responsible for acquisition planning, monitoring FAR contracts, evaluating proposals, supporting negotiations, and evaluating performance for both small and large contracts, which have included awards valued at $10M-$25M; and ID/IQ ceilings up to $100M.  He is a champion of the Buy Indian Act and small businesses and continues IHS efforts to implement policies and engagements that support IHS to meet small business goals. He has a Master of Public Administration from the University of Pennsylvania, Fels Institute of Government (May 2022), and is a candidate for the Master in Healthcare Quality and Safety at the Pearlman School of Medicine, University of Pennsylvania. Jeffrey is the recipient of the 2022 HHS Senior Procurement Executive Excellence Award for the Project/Program Manager of the Year Award.  In 2021 and 2022, Jeffrey received multiple national IHS Director’s Awards for his accomplishments with HHS COVID-19 pandemic response efforts, which included managing the deployment of COVID-19 Critical Care Teams to federal and tribal hospitals that trained over 1,500 health care providers to care for critically ill COVID-19 patients; expanding telehealth services across IHS; and providing exemplary customer service.
